You can run high tax all the time, negative tax all the time or you can strike a balance between tax and making honour. The lower your tax, the lower negative popularity you receive which in turn helps you make honour. Having very high tax means bigger negative popularity and probably not a lot of honour production. With a large number of villages you can make a lot of gold everyday if you want.

As you can see if you want the maximum “bonus” from gold production you need to run a high level of tax. The same works the other way, if you want to keep negative tax all the time, you will receive the biggest penalty if you keep the maximum low tax.
